What is Fair in Payment?
Siteline does an interesting study of the fastest paying GCs among its customers’ clients. Although this is not an adequate study of payment in our area, it does point to the fact often made that subcontractors get paid slower in the DMV than in other areas of the country. There are a few GCs working in our area that made the list, but only for paying in about 50 days. Is that acceptable? We do not think so and continue to seek a way to get subcontractors out of the business of financing construction.
Backlog
ABC reported on May 13th that backlog and profit margin expectations improved in April, but a closer examination of the data revealed that our region (middle states) actually went down from April 22 to May 6 from 7.4 to 7.2 and is much lower than the Northeast (8.7) and the South (10.3). It would be interesting to see how the backlog and profit margins are doing among the subs and generals in our area, but it is difficult to get people to report. Data Centers
No slowdown seen in our area for Data Center construction. This article from Construction Dive says that the TA Realty LLC Data Center campus in Dulles will include five data centers valued at $384 million each. That makes it the largest project going. Looking at the overall economy for the month of April, commercial planning grew 3.3% and institutional planning fell 4.2% nationwide.
Anirban Basu made an astute observation about Office construction vs Data Centers – On 5/20/25 he wrote: “Notably, and somewhat ironically, the reduction in general office investment has been more than offset by the increase in construction of data centers, which power the AI models that could replace traditional office workers. Because data centers are included under “Office” in construction spending data, that broader category remains near an all-time high.”
Why do People Work for You?
I get concerned about our industry’s future when I look at WBJ’s list of the Best Places to Work article. James G Davis and Coakley & Williams were the only ASAMW member/partner on the list. There were a few other GCs but no subs that I noticed. I am not sure how WBJ determines the winners, but it still makes me question why more construction companies do not tout their businesses as a great place to work.

ADVOCACY
DC –Council Member Kenyan McDuffie reports that legislation that will protect subcontractors’ payment for work completed has been introduced but does not have a bill number. Budget hearings will take place in June and July, so we do not expect to see action on this bill until the Fall.
MD – ASA of Metro Washington is working with ASA of Baltimore to seek legislation that will protect subcontractors from unfair contract clauses.
VA – no report.
